Construction Alliance South Africa (CASA) welcomes the 2026 Budget Speech delivered by Finance Minister Honourable Enoch Godongwana. We commend government’s continued commitment to infrastructure investment, which has been placed firmly at the heart of South Africa’s growth strategy.

The Minister’s announcement of R1.07 trillion in planned infrastructure expenditure over the next three years represents a decisive step towards addressing critical backlogs in energy, water, and transport infrastructure. CASA believes this allocation, coupled with significant private-sector participation, will unlock economic growth, create jobs, and strengthen service delivery.
We particularly welcome the balanced approach taken in this Budget — combining fiscal discipline with growth ambitions. Infrastructure, energy transition, and PPP-driven projects are central to the plan, while debt reduction and compliance-led revenue collection underpin fiscal stability.

CASA notes the clear timeline of infrastructure rollout:

  • 2026 will deliver quick wins in digital, road, and social infrastructure.
  • 2027–2028 will see the rollout of energy, water, SEZs, and rail projects.
  • Beyond 2029, mega-projects in energy, ports, and climate resilience will reshape South Africa’s infrastructure landscape.

 

As the umbrella body uniting 40 professional, contractor, supplier, manufacturer, and allied industry organizations, CASA stands ready to actively partner with government to ensure the effective realization of this infrastructure spend. We will engage with the Minister of Finance and the Minister of Public Works and Infrastructure to detail how the construction industry can contribute to delivery, guided by professionalism, integrity, fairness, and transparency.

CASA reaffirms its commitment to collaboration and engagement with all stakeholders to ensure that infrastructure investment translates into tangible benefits for the economy, communities, and the construction value chain.
