The Construction Alliance of South Africa (CASA) welcomes and supports the statement by Minister Dean Macpherson on the findings of investigations into recent building and construction collapses across the country. The investigations correctly highlight that while each incident occurred under different circumstances, there are recurring weaknesses within the built environment regulatory system that require urgent attention.
CASA agrees with the Minister’s assessment that systemic non-compliance remains a significant concern in the construction sector. The findings relating to the Verulam building collapse, including the absence of approved building plans, work permits, notification to the Department of Labour, and the appointment of built environment professionals, demonstrate serious regulatory and compliance failures that cannot be ignored.
While CASA supports the conclusions and recommendations arising from the investigations, we believe that greater emphasis must now be placed on strengthening enforcement and oversight on construction sites across South Africa. Regulatory compliance cannot be achieved through legislation alone. It requires a visible and active inspection regime.
CASA therefore calls for building inspectors from the National Home Builders Registration Council (NHBRC) and inspectors from the Department of Employment and Labour to be more visible and active on construction sites. Regular inspections and consistent enforcement will help identify non-compliance early, prevent unsafe construction practices, and improve accountability among developers, contractors, and professionals.
The recent incidents underscore the importance of proactive monitoring rather than reactive intervention after tragedies have occurred. A stronger presence of inspectors on construction sites will not only enhance public safety but will also help restore confidence in the construction industry and protect the lives of workers and the public.
CASA remains committed to working with government, regulators, industry stakeholders, and professional bodies to promote compliance, improve construction standards, and strengthen safety across the built environment sector.
